HOMEBUYERS are expected to win a major stamp duty concession today in a budget Premier Kristina Keneally says is about "building".
Treasurer Eric Roozendaal will deliver a surplus for 2010-11 believed to be in excess of $750 million.
The Government, after initially predicting a deficit of close to $1 billion for 2009-10, will announce a surplus of $101 million for that year.
Estimates in the Budget will put predicted state economic growth at 2.5 per cent, up from an estimate last year of 0.5 per cent, signalling an $11.5 billion turnaround in the economy after the global financial crisis.
Mr Roozendaal is delivering what critics have called a "conservative budget", choosing not to spend "stamp duty [receipts] that have gone through the roof".
But Mr Roozendaal will give something back to homebuyers with a stamp duty cut. He will also announce $300 million in payroll tax cuts.
The Government has been lobbied by the Property Council to drop stamp duty for apartments and homes bought "off the plan". There is also speculation that stamp duty might be cut on all newly constructed homes worth up to $1 million.
The Treasurer's office confirmed last night there was no new major transport project in the budget, although a light rail line from the inner west to the CBD is expected to be brought forward.
A $4.7 billion roads budget for 2010-11 will be announced. Taxpayers will fund $827 million spent on the Pacific Highway in 2010-11, with more than $3 billion to be spent on the road over the next four years.
There will also be $680 million allocated to the Great Western Highway over the next four years.
The project includes the ongoing overhaul and duplication of a large section of the road crossing the Blue Mountains, west of Sydney.
Police will get high-tech crime gadgets, including a 3D laser imaging machine, to track missile trajectories and blood spatter patterns.
Six new mobile forensic cars, 25 mobile commands and a new electron microscope will be announced.

The EMR includes a compliance audit to assess whether all conditions of the consent and licences issued for the project have been complied with. The EMR covers the reporting period from 1 October 2006 to 31 March 2008 (inclusive).

The new Coles Supermarket has opened its doors at the "Harrington CommunityVillage" 1-7 Caledonia Street, in the Harrington Waters Estate.
Mayor Eddie Loftus was on hand to cut the ribbon and the town Crier declared the shop open. Other shops in the centre that are open include De Bonos cafe, Harrington Bakery, $2 Plus Shop, Harrington Video, Shades 2000 & New Vision Realty.. Holiday Coast Credit Union will open its door next week.
